Why can't I set four workspaces in horizontal order?

I have installed the ccsm and I am not able to set only four work spaces in horizontal order in "ccsm -> general options". 

When ever I change the amount of horizontal spaces to four, it get's reset to two. For some reason however, I am able to set three or five workspaces....??!?!
